Greystones Harbour developers submit additional information
and revised proposals to An Bord Pleanála

- Major new public square added
- Reduction in residential units
- Reduction in commercial space

Wicklow County Council and Sispar have proposed the construction of a dramatic new public square on the waterfront at Greystones. The square will be a focal point for the town of Greystones at the very heart of the old harbour area.

The square is the most fundamental change to the masterplan for the re-development of Greystones Harbour. It was recognised that the town needed a space of significant stature to cater for the rapidly expanding population of the seaside town and surrounding area.

The square will be a major amenity resource for the people of Greystones and will integrate the waterfront and harbour, the existing town and the new community, residential and commercial facilities. It will form a striking gateway to the town on approaches by land and water.

The new square is the centrepiece of the additional information and revised proposals submitted to An Bord Pleanála to support the application for approval of the re-development of Greystones Harbour.

The Bord had requested the additional information in mid August and asked that it be provided before 6th November 2006.

The additional information provided by Wicklow County Council and Sispar is under six headings requested by the Bord. These deal with a reduction and redesign of the residential component of the development at the entrance plaza and public square, examining a redesign with possible relocation of the clubhouse buildings, the proposed concrete batching plant, the proposed approach to dealing with the “old dump” and bringing beach nourishment material to the site by sea instead of road. The Bord also asked that where necessary the Environmental Impact Statement should be amended to reflect the modifications proposed.

The proposed revisions and information now provided to the Bord result in a reduction of the overall size of the development and thus of traffic, along with an expected shortening of the duration of construction time by approximately four months.

Specifically, the additional information:

- shows the design modifications to the layout of the development with the omission of blocks B and C, and adjacent terrace 13, and the redesign of block D. The significantly increased free area is redesigned to form a greatly enlarged open aspect harbour side public space. The number of residential units is reduced by 34 to 341, and the commercial space is reduced by approximately 800 square metres to 5,625 square metres

- shows that the clubhouses are now largely single storey and redesigned into a less obtrusive compact form. They are also relocated in a position further east, away from Cliff Road/Bayswater Terrace

- includes a detailed design and layout for the precast yard/batching plant as well as for the borrow pit. It also includes an environmental assessment of the impacts arising from the works and sets out detailed mitigation measures regarding noise, dust, light and traffic disturbance. The purpose of locating these facilities on the site is to significantly reduce traffic to the site and reduce the size of vehicles required over its temporary life of 21 months

- demonstrates how the landfill material at the “old dump” will be dealt with in accordance with best modern practice. It sets out the position with regard to any waste licenses required. It also includes a letter from the Environmental Protection Agency confirming the proposed methodology is in accordance with best practice

- sets out the possible sources and the considerations in selection for the beach nourishment material. It also sets out the alternative means of transporting and depositing the material along with an assessment of the environmental effects of the different options with a view to reducing traffic to the lowest level possible

- amends the Environmental Impact Statement arising from the Bord’s requirements with regard to traffic impact, retail impact, waste materials, landscape impact and the effects on architectural heritage

Talk about stretching the truth!!!

Quoitng from the press release "The square will be a major amenity resource for the people of Greystones and will integrate the waterfront and harbour, the existing town and the new community, residential and commercial facilities. It will form a striking gateway to the town on approaches by land and water."

The harbour is on the fringe of the town so how can this be a gateway to the town by land unless they build a new road into the Greystones from Windgates to the harbour?

As is usual with the harbour development the whole process is shrouded in secrecy. Evil I phoned Wicklow County Council to ask is the documentation submitted to Board Pleanala available for inspection only to be told that the person responsible is on a day off. Rolling Eyes However it may be available for inspection at An Bord Pleanala.

When will the Council put the detail behind today’s PR exercise on their website so that the public can see exactly what their new plans are?

Did anyone notice from the pictures that the “dramatic the public square” will be subject to flooding (along with the car parks under the new buildings).
